Why do training programmes for digital future skills fail?

They fail because too much time sits between the learning and the first application in daily work. Anyone who has not used a skill within a few days loses it, and after that the course is not ineffective but finished. Every other reason is a variant of this one.

Why do training programmes for digital future skills fail?
Because what was learned finds no occasion. Digital skills decay faster than professional ones, because they hang off tools that change and because their benefit only becomes visible in the second or third use. If the application does not happen, nothing is left after three weeks, regardless of the quality of the course.
The reason lies in how most programmes are built. They are organised as an inventory rather than as an occasion: access gets enabled, a catalogue is available, and the workforce is invited to help itself. That delegates the decision of when to learn to the person with the worst hand for making it in daily business.
What follows is uncomfortable: an excellent catalogue without an occasion is weaker than an average course that starts on Monday and whose result is needed on Friday.
Which five points tip over in practice?
Missing occasion, missing time in the calendar, learning units that are too large, no visible link to one’s own role, and no named person who follows up. Content is not on this list, because in most programmes it is the best part.
The missing occasion is the most common cause. A programme starting without a link to an ongoing change competes with daily business and loses. A programme coinciding with a tool rollout, a new rule or a project has the occasion built in.
Missing time in the calendar is the second most common and the easiest to fix. As long as learning time does not exist as an appointment, it happens in the leftover time, and there is no leftover time. A recurring thirty-minute slot works better than any exhortation.

Which metric shows the drop-off early?
The share of people who have started a second unit. Not the sign-up rate, not the completion rate of the first module, but the transition from the first to the second unit. That is where it is decided whether a programme runs.
That number is informative because the first unit is carried by curiosity and the second by usefulness. Anyone not coming back after the first unit found nothing worth having in daily work. The completion rate shows the same thing months later, when correcting course is no longer possible.
Two further numbers usefully complete the picture: the gap in days between a learning unit and the first application, and the number of people who have asked a question. The second sounds soft and is a good early indicator, because questions only arise where work is actually happening.

Does participation have to be mandatory?
For the shared fundamentals yes, for everything beyond that no. Voluntary participation without an occasion gets read across the workforce as a statement about the programme’s importance, and that reading is not wrong.
The distinction matters, because an obligation without a boundary does the same damage as none at all. Mandatory means the content everyone needs: handling the approved tools, the data boundary, and the rules that take effect outwardly. Everything role-specific gets offered rather than imposed.
For AI fundamentals there is an additional factual reason for the obligation. Article 4 of the AI Regulation requires companies to ensure that the people deploying AI systems have sufficient competence. That is an organisational duty with an evidencing character, not a fineable offence, and it can be met with a lean shared fundamentals part. What changes about the scope if you take this seriously?
The programme gets shorter, more frequent and closer to the work. An eight-hour course becomes units of fifteen to twenty minutes, a start date becomes an occasion, and a catalogue becomes a sequence with a first, second and third step.
The second change concerns the selection. Not everyone learns the same thing; first come the people whose work actually changes in the coming weeks. That group is small, its benefit is immediately visible, and it produces the examples that make the programme credible inside the company.
The third change is organisational and costs nothing: a named person who follows up after two weeks. Not as a check but as a point of contact. Programmes with that person keep running, programmes without them peter out.
And if part of the workforce has no interest in technology?

Is a catalogue enough, or do we need a learning path? A catalogue is enough for people who already know what they are looking for. For everyone else a named sequence is the difference between use and non-use.
What does a programme meeting these conditions cost? It does not cost more, it is distributed differently: less on content, more on organisation and time.
